Village Matters
Surrey Police
On the evening of 26th January, five Councillors and the Clerk attended a presentation to local Councils in East Surrey region by the Chief Constable of Surrey, Mark Rowley, at Centenary Hall, Smallfield. Mr Rowley spoke of Government cuts that were being imposed on all UK police forces and in Surrey this amounted to a 10% cut in budget. Whilst this would normally impose cuts in local policing, he was determined not to allow this and in fact is proposing to increase Surrey Police with 200+ new Constables over the next 3 years. This extra cost will be achieved by reducing the numbers of Senior Officers across Surrey and disposing of old unused Police Stations. These will be replaced with more neighbourhood friendly Police Posts, where local Police officers will be based on the beat they patrol, improving community policing. Police meeting places, surgeries or panel meetings will be encouraged and greater liaison between Parish Councils and the Police could result in Village/Church Halls and meeting rooms being used as a base for these officers and PCSO’s. We will keep you informed of these dramatic changes as and when they occur and any further news of an increased Police presence in our village.

Highway routes and Snow
The Clerk attended a meeting held on Friday 29th January, at which Surrey Highways discussed and explained the current highway salting operation in Tandridge to Councillors and Parish Councils. David Curl, Local Highways Manager - Tandridge and Roger Archer Reeves, Head Surrey Highways, were in attendance. One of the aims of the meeting was to help them get feedback about how the salting routes were working in practice for Tandridge residents. It was not a quiet meeting!
Which roads are being salted now?
At the moment, as a consequence of the severe winter and a Government Directive, Surrey Highways (and all other Highway Authorities) are salting a smaller proportion of the highway network than usual. Surrey is not running out of salt and has several thousand tonnes in reserve, however the restrictions on road salting imposed on them are intended to conserve salt stocks nationally. This policy has been in place since approx. 5th January. This reduced salting network is limited to “A “roads and links to isolated communities and will continue until the national directive is lifted. Similarly salt bins are being filled on a limited basis to conserve salt.
What should happen in 'normal' conditions?
In normal circumstances, if there were no government directive, Surrey Highways would salt priority 1 and 2 networks in Tandridge. Mid Street was de-selected as a Cat 2 priority which was why we suffered complete chaos in the Village. This 'normal' salting network had been derived this year in an effort to achieve cost savings and bring Surrey into line with nationally adopted practice of treating about 35% of the highway network. They requested comments about their 'normal' gritting routes so they could make the salting operation as effective as possible. Tandridge County Councillors and Highways Officers will then decide if any changes can or should be made. It is likely that additional routes will only be included at the expense of others so there will be some difficult decisions to stay within budget.
Grit Bins
They had compiled a list of grit bins that are stocked when possible and requested the location of Nutfield bins be checked against the list plus additional locations or missing bins. This has been checked, completed and returned.
Conclusion
The Clerk reported that farmers in Nutfield used to have a contract to clear the roads and that this had not been renewed by Surrey Highways for over 4 years. Mr Archer Reeves was not aware of this and suggested all Councils forward local farmers details to him. This has been sent and we hope these will be renewed ASAP. There was also a logistics problem to get the salt to the Parishes quickly. The Clerk asked why this could not be securely stored locally so that the contracted farmers could get to this when the salt/grit was most needed, which would also save SCC both time and money. The Grit Bins could be filled too. This is now in process and hopefully completed soon.
Parish Assembly - note for your diary
The date for the 2010 Parish Assembly is Saturday 24th April 2010 to be held at Christchurch Community Hall starting at 10.00am. All village organisations are invited to attend as are all parishioners who are eligible to vote.

The next Parish Council Meeting is to be held on Wednesday 3rd March 2010 in the rear Committee Room, Village Hall, South Nutfield.
